Between
undergraduate and law school Justice Anstead served with the National Security
Agency in Washington, D.C. He was a trial and appellate lawyer in South Florida
until 1977 when he became a judge of the Fourth District Court of Appeal, where
he served as Chief Judge. In 1994, Justice Anstead was appointed to the Florida
Supreme Court where he initiated a comprehensive statewide program to improve
professionalism among judges, lawyers, and law schools in the state. His initiative
included the creation of a Supreme Court Commission on Professionalism and
a permanent Center for Professionalism at The Florida Bar. The American Bar
Association has recognized this initiative as the most significant recent professionalism
initiative in the nation, and Justice Anstead has been recognized by Florida
lawyers as the father of the modern professionalism movement in Florida. He
has served on the Judges Advisory Committee to the ABA Committee on Ethics.
He is the author of numerous publications on the law and has served on the
boards of trustees of two Florida law schools. He advanced to the highest judicial
office in state government on July 1, 2002, when he became Florida's 50th Chief
Justice.

Recognized
for his publications addressing the intersection of law and literature, Professor
Atkinson is one of the country’s leading scholars on legal professionalism
and a noted scholar on the law of nonprofit organizations. He teaches Property,
Professional Responsibility, Legal Ethics, and Law and Literature, and has
also taught Taxation of Nonprofit Organizations. Recipient of the 2001 Professionalism
Award from the Florida Supreme Court’s Commission on Professionalism,
Professor Atkinson served as a Visiting Professor at Cornell Law School in
Spring 2002. Before entering law teaching, Professor Atkinson was associated
with the firm of Sutherland, Asbill & Brennan in Washington, D.C. and clerked
for the U.S. Court of Appeals for the Fourth Circuit.

Judge
Bateman holds a J. D. from George Mason University School of Law. He has served
as Assistant Public Defender in Orange County, Assistant Attorney General for
Criminal Appeals as well as Civil Divisions, and General Counsel for Florida
Department of Transportation. He was County Judge in Leon County from 1990 to
2000, and has been Circuit Judge for the Second Judicial Circuit since 2001.
He is Past Chair of several Florida Bar committees including Traffic Court Rules
Committee, Professional Ethics Committee, and Government Lawyers Section. He
has served as Faculty Judge and Associate Dean of the Florida College of Advanced
Judicial Studies, and is currently Circuit Coordinator, Mentor Judge and Trial
Skills Faculty Judge for the Florida Judicial College. His work with the Florida
Conference of County Court Judges includes serving as Faculty Judge, and Editor
of the Criminal Benchbook (2000). For the Florida Conference of Circuit Court

Mary Ellen is the Director of the Division of Ethics,
Unlicensed Practice of Law and Professionalism at The Florida Bar. She has
worked for The Florida Bar for twenty-two years. From 1982 to 1984 she was
an Assistant Bar Counsel in the Lawyer Regulation Department where she prosecuted
Florida licensed attorneys for ethics violations. From 1984 to 2000 she was
the Unlicensed Practice of Law Counsel responsible for prosecuting non-lawyers
for the unlicensed practice of law. She was the Deputy Director of the Legal
Division from 2000 to 2003 overseeing the departments of Lawyer Regulation,
Ethics, and Professionalism.

with the Bar in 1975 as CFO. Prior to that he practiced as a CPA with one of
the national CPA firms in Connecticut and Miami for 4 years before joining
a local CPA firm in Tallahassee. At the Bar his primary achievements
have been in the area of improved financial reporting and budgeting incorporated
into the decision making process whereby the Bar was able to reduce it's growth
rate from over 15% per year to around 4%.

John Anthony (Tony) Boggs

Tony
began working for the Bar in 1978 and has remained with the bar and lawyer
regulation for all but two years of that time.Tony currently serves as the
director, legal division-lawyer regulation. In that capacity he oversees the
Bar's disciplinary system administering lawyer disciplinary efforts with over
100 employees in offices located in five Florida cities, and an annual budget
of nearly $10 million. In addition to duties as director, legal division, Tony
provides counsel to the statewide advertising grievance committee, a committee
that screens all lawyer advertising regulation cases for violations of applicable
rules; provides counsel and rule drafting to the disciplinary procedure committee
of the bar's board of governors; provides counsel concerning disciplinary cases
to the disciplinary review committee of the board of governors; and is counsel
to the special commission on lawyer regulation, also known as the Coxe commission.

Known
for her work on ocean and coastal management, Professor Christie is the co-author
of leading student books in the field such as Ocean
Law in a Nutshell (West Pub., 2d ed. 1999) and Coastal
and Ocean Law (West Group 1998), and is also a member of the American Law
Institute. She teaches International Environmental Law, Coastal and Ocean Law,
Natural Resources Law, Public International Law, and Property Law. As Associate
Dean for International Programs, she directs the Summer Law Programs in Barbados
and is developing a degree program for foreign lawyers. Also a driving force
in the development of the College of Law’s environmental program, Professor

former President of the American Bar Association (1991-92), Talbot ("Sandy")
D'Alemberte served as Dean of Florida State University College of Law from
1984 to 1989 and was appointed president of Florida State University in 1993,
serving in that capacity through January 2003. A member of the American Law
Institute, he also has served as President of the American Judicature Society
(1982-84), practiced law for several years with Steel Hector & Davis in Miami,
and was a member of the Florida House of Representatives from 1966-1972. D'Alemberte
has won numerous national awards for his contributions
to the profession, including the 2001 Wickersham Award given by the Friends
of the Law Library of Congress, the 2001 Distinguished Eagle Scout Award, the
1998 ABA Section of Legal Education Robert J. Kutak Award, the 1998 ABA World
Order Under Law Award, the 1996 American Judicature Society's Justice Award,
the 1996 National Council of Jewish Women's Hannah G. Soloman Award, the 1986
National Sigma Delta Chi First Amendment Award, and an American Academy of
Television Arts and Sciences "Emmy" in 1985 for his work in open
government. He holds honorary degrees from Cleveland State University, Hofstra
University, Nova Southeastern University, Stetson University, University of

John Harkness has been Executive Director of The Florida Bar for the past 24 years. has been general counsel for The Florida Bar since 1987, previously serving
as its communications director (1981-1994) and as associate editor of The Florida
Bar Journal (1976-1981). He has held numerous positions within the American
Bar Association National Association of Bar Executives, including chair of its
Section on Communications & Public Relations (1988-89), and currently as
secretary of its Section on Governmental Relations. He was a member of the ABA's

Elizabeth Clark Tarbert has been Ethics Counsel for The Florida Bar since 1997, providing oral and written ethics opinions to members of The Florida Bar and advising the Professional Ethics Committee, Standing Committee
on Advertising, Special Commission on Multidisciplinary Practice and Ancillary
Business, and Board Review Committee on Professional Ethics. Before becoming
Ethics Counsel, she served as Assistant Ethics Counsel from 1994 to 1995. She
has been an Assistant Public Defender in both Dallas, Texas and with the Eighth
Judicial Circuit in Gainesville, Florida. While at the Defense Contract Management
District Mid-Atlantic, Defense Logistics Agency in Philadelphia, Pennsylvania,
Ms. Tarbert worked in a special fraud remedies unit and later acted as fraud
counsel, assisting in the investigation and prosecution of government contractors.
Ms. Tarbert graduated from the University of Florida College of Law with honors,

Mike Tartaglia
Michael A. Tartaglia has been a member of The Florida Bar since
1972. He is the Director of the Programs Division at The Florida Bar. The Division
is composed of six departments including Law Office Management Assistance,
Continuing Legal Education Publications, Continuing Legal Education specialization
and education, Meetings and Conventions, and Professional Development (Continuing
Legal Education Programs).
He has served as Chair of the National Association of Business Continuing Legal

Ms. Walker received a bachelor's degree in journalism from the University of
Florida in 1981. Following graduation she held several positions in corporate
and association communications management in Jacksonville. In 1996, she relocated
to Tallahassee with the Florida Medical Association and in addition to communications
her responsibilities included education/professional development and meeting
services. Nationally accredited in public relations (APR), Ms. Walker is also
a Certified Public Relations Counselor (CPRC). At The Florida Bar, Ms. Walker
works closely with leadership on strategic communications and is responsible
for public relations, media relations, consumer information, voluntary bar liaison,

Stan
has worked as an attorney in both the public and private sectors. Prior to
his employment with the Florida Department of Environmental Protection (DEP),
he was a solo practitioner. During this time he was primarily a civil litigation
attorney but also practiced criminal defense, family and real property law.
In 2000, he was recognized as Guardian ad Litem of the year of Okaloosa and
Walton Counties, Florida. In 2003, he became the program attorney for the Brownfields,
Dry-Cleaning, Global RBCA programs. He also litigates for the petroleum, waste
cleanup, and permitting sections of DEP, and is studying Russian at Florida
State University.

recognized authority on partnerships, fiduciary duties, and real estate finance,
Dean Weidner is co-author of The Revised Uniform Partnership Act (West
Group, 2002). He also has recently written on the use of special purpose entities
by large corporations to keep debt off their books. Dean Weidner teaches Property,
Agency and Partnership, and Real Estate Transactions. A member of the American
Law Institute and Reporter for the Uniform Partnership Act, he served as Dean
of Florida State University College of Law from 1991-1997, as Interim Dean
from 1998-2000, and as Dean from 2000-present. He has also served as a Visiting
Professor at the law schools of University of Texas, University of New Mexico,
Stanford University, and University of North Carolina. He began his legal career

S. Willig is an attorney admitted to practice in Florida, Washington, D.C.,
and Paris, France, and a Florida Civil-Law Notary. Mr. Willig was admitted to
the Bar of Paris after having passed the Bar Exam in French law. He was thereafter
accredited by the French Ministry of Foreign Affairs and is the “avocat
accredite” of the Consulate General of France in Miami. Mr. Willig received
his Bachelor’s degree in French Language and Literature from the University
of South Florida, and was thereafter admitted to the Ecole Superieure de Commerce
de Paris. While in Paris, he also studied Japanese, Korean and Indonesian at
the National Institute for Oriental Languages and Civilizations, and completed
two certificates (brevets) in legal translation, in English (mention assez bien)
and Spanish (mention bien), at the Institute of Comparative Law, a part of the
University of Paris II. While enrolled at the University of Miami School of
Law, Mr. Willig was engaged as a law clerk during the summers at the firm of

(1988) and the Bar of Washington, D.C. (1990), he established his own practice
based in Miami. In 1995, he sat for the French bar exam, and was sworn in to
the Bar of Paris in January 1997. In addition to his practice in commercial

and international business law, since 1999, he also practices as a Florida Civil-Notary,
also known as a Florida International Notary, and has offered expertise in foreign
law and related matters, either by affidavit or live testimony, in courts and

received his BA from the University of Connecticut, a MSW with a concentration
in rural community development from the West Virginia University and a JD from
Willamette University. He was founder and chair of the Children's Advocacy
Center in Newport,OR, and many other organizations and
commissions including the Oregon State Criminal Justice Commission,
Board of Directors of the Oregon District Attorneys Association, the Public
Safety Coordinating Council and the Domestic Violence Council. He was appointed
by Oregon State Chief Justice to serve on the Oregon State Bar Disciplinary
Board, and has also served on the Oregon State Bar Criminal Law section

went on to earn a second from the Siberian Academy of State Service. She also
studied at the Seattle University School of Law and received a Ph.D. from the
Moscow State Law Academy. A native of Novosibirsk, Katerina joined the Moscow
office in April 2001 after teaching constitutional law and directing the legal
clinic at the Altai Academy of Economy and Law. She also served as an expert
trainer for the Soros Foundation, the Ford Foundation, and the International
Republican Institute.

Florida State University, Joanna currently serves as Director for
both the Digital Media Production Group and the K-12 Technology Outreach Project.
She was instrumental in the development of FSU's Web Mediated Course Assistant
(Web-MC) project. Her knowledge -- from systems integration to the creation
of teaching modules -- and her team leadership have enabled Florida State faculty
to place their course materials on the Internet. Because of its success at
FSU, the program has now been extended to K-12 schools throughout the state
of Florida.
In her current role as Director of Digital Media Production at FSU, she oversees
the development of numerous distance learning and web collaboration projects.
Besides developing and maintaining web sites and producing streaming media,
the Digital Media Group researches new web collaboration tools for the delivery
of course content.
