The meeting of the 60th Student Senate was called to order at 7:40 p.m. by Student Senate President Nathasha Cole. Senator Harrison led the Senate in the Pledge of Allegiance. Moment of Silent Reflection: MEMBERS PRESENT (First Roll Call): Senators Abreu, Atkins, Benson, Crabtree, Cuyler, Dawson, DuBosar, English, Entine, Fasano, Firat, Goins, guiddy, Harrison, Harrison, Howard, James, Kushner, LaCroix, Malone, Omega, Ondriska, Paul, Primiani, Richards, Seifter, Shafter, Slade, Sokos, Toole, Yeager. MEMBERS ABSENT: (First Roll Call): Senators Angulo, Barbas, Bastardo, Cardenas, Chapman, Fisher, Frady, Freelove, Hamilton, Holman, Kaufman, Lightner, Loe, Michel, Oliver, Patterson, Pierre, Singh, Whitter, Wilson. MEMBERS TARDY/LATE (First Roll Call): Senators Emilien (7:45), Jackson (8:28). Corrections: Senators Cuyler and Harris are doing the petition. Special Introductions and Announcements: Chris Krampert, FSA Executive Director, told the Senate that he is a loyal Seminole and he works on behalf of the students of the State University System of Florida. He told the Senate that there is a textbook bill in the legislature, HB603, which requires professors to publish books, on the university website, that students will need in the upcoming semester. Student Comments: Dominique St. Fleur of the FSU College of Business Student Leadership Council talked about the exchange of knowledge and how it works. He said they were supposed to go to California, but that school was not equipped for what they were looking for and Syracuse University does. Ian of the World Affairs Program told the Senate that FSU went to UC at Berkley and they did quite well, and after 16 hours of grueling debate against such schools like Rice and UCLA. He said that FSU won 11 awards and took 12 students. He thanked the Senate for their continued support. Danyell Shackelford and Sakeena Kohegan, BSU Political Action Chairs, told the Senate that Resolution 23 would allow the BSU to bring 3 speakers to come to FSU to speak. Shackelford told the Senate that this is the first conference of this magnitude and the BSU hopes to have another one in the future. Michael Wicker of the African Student Association told the Senate that the University of Florida invited them to attend the African Student Conference in Gainesville and they were there to ask the Senate for emergency funding to go to this conference. Uriah Ellis came before the Senate to offer a dissenting opinion concerning discrimination. He said that he received an e-mail on March 5 from a friend of his asking him to come and “slam the Senate”, saying that the Senate has decided that gay students are not worth protecting and that gay rights are not as important as the rights of others. Ellis said that he is a very conservative republican and he is aware of the fact that he is Black and a heterosexual male who loves all people and he does not condone bashing or any act of violence against them. He said that there has been no evidence of discrimination on behalf of CLS nor Every Nation and we do not act preemptively. He said the t-shirts worn that read “ Inequality...A Florida Sate University Tradition Since 1851", were the epitome of a lie, and a Senator who accepted the aforementioned t-shirt addressed the Senate later that evening saying that these students definitely “got issues.” Ellis said that he “got issues” and wants to know if Senate will protect the rights of everyone who stands and speaks during student comments or will you only protect those rights of individuals who wear t-shirts with catchy slogans. He asked the Senate not to make steps in the wrong direction. James Lawrence, MARC Director, announced that on Monday, March 24, at 8 p.m. in HCB 101, Tony Porter will give a presentation entitled “A Call to Men”, where he will talk about how to talk to and how to treat women. Lawrence told the Senate that MARC re-did their mission statement and membership clause after they heard him speak in the past. Messages from the Executive Branch: Jessica Haskins, invited Senate to the end of the year SGA Retreat for the O’Shea/Counts administration on Saturday, March 29 at 12:30 p.m. in the Senate Chambers, where they will have speakers and Adam Fox will give a report from the ACC Leadership Conference he attended. Jakubik, Secretary of Campus Security, announced that there will be a campus safety walk on March 27, at 7 p.m. starting in the Union Courtyard. He said the campus will be split into 10 sections and it will take about two hours to tour the campus. Messages from Agency and Bureau Directors, and SGA Organization Officers and Employees: Keenan Mahoney, IRHC Assistant Director, announced that IRHC will hold its spring programming week, “IRHC: Made in the 80's”, on March 24-28. He said the two major events for the week will be an outdoor movie Top Gun on Wednesday, March 26 at 10:30 p.m. in the Amphitheater near the Music Building and the 80's Prom will be held on Friday, March 28, at 9:30 p.m. in the Club Downunder. Mahoney also announced that they will have other events in conjunction with Union Productions which includes: design your wristbands and headbands; 80's black-light chalk; Cosmic bowling and Breakfast 4 a Buck. Messages from the Congress of Graduate Students: None. Messages from the Senior Class Council: None. Messages from the Judicial Branch: None. Messages from the Union Board: Thomas Kester, Union Board Member, said that his last meeting as a member of the Union Board will be on Wednesday, March 26. He announced that there is one open position on the Board and applications are due on Monday, March 24. He also announced that there will be a drag show in Moore Auditorium starting at 9 p.m. Messages from Campus Recreation: None. Report of the Student Body Auditor: As of March 4, 2008, Senate Projects is $15,315.19. Committee Reports: Student Affairs-The committee did not meet. Chairman Toole asked Senators to sign up to table next week. She also said she was a proud Senator who wore the t-shirt and she will wear it again. Budget-Did not meet. Finance-Chairman Harrison said the committee passed Bill 24 to Second Reading without amendments. Judiciary-Chairman Entine said the committee will meet next week. Internal Affairs-Did not meet. Rules and Calendar-Chairman Kushner asked all the committee chairs to join the Facebook group to compete for the NCAA Men’s Basketball tournament. Central Reserves-Chairman Sokos said the hearings got off to a good start and attendance has been great. She said some organizations did not show up. She told the Senators that they will receive a half absence for each hearing or deliberation they miss. Sokos said the Central Reserves bill will be on Second Reading on next Wednesday. Senate Confirmations: None. Consent Calendar: None. Bills First Reading: Bill 19-Sponsored by Senator Fisher. A revision to the Student Body Statutes Chapters 406, 803.3 and 805.1 A (6,7). Purpose: to amend statues to clarify that RSOs are not required to include a separate non-discrimination policy in their governing documents, as long as they follow the non-discrimination clauses in sections 206.1 and 803.3 and to extend investigative rights of the Senate to SGA funded organizations. STILL IN JUDICIARY AND STILL IN FINANCE. Bill 21-Sponsored by Senator Kushner. A revision to the Student Body Statutes Chapter 807.2. Purpose: to put the Greek Funding Board in line with actual practice. REFERRED TO FINANCE, JUDICIARY AND BUDGET. Bill 23-Sponsored by the Finance Committee. A revision to the Student Body Statutes Chapter 800. Purpose: to revise the Finance Code making it more accessible to students and more consistent with current policy and other statutes and more in line with the Senate’s goal of financial accountability. PASSED IN FINANCE, STILL IN JUDICIARY AND BUDGET. Bill 25-Sponsored by Senators Richards, Paul and James. A revision to the Student Body Statutes Chapter 612. Purpose: to make the Golden Tribe Lecture Series an initiative of the Senior Class Council. REFERRED TO JUDICIARY AND BUDGET. Bill 26-Sponsored by the Central Reserves Committee. A transfer of $286,211 from Central Reserves to A&S Fee Recipients. Purpose: to allocate funds to A&S Fee recipients. REFERRED TO CENTRAL RESERVES COMMITTEE. Bill 27-Sponsored by Senator Seifter. A revision to the Student Body Statutes Chapter 701.1. Purpose: to further clarify the definition of campaigning in the Election Code. REFERRED TO JUDICIARY. Bill 28-Sponsored by Senator Seifter. An allocation of $4,675.40 from Senate Projects to FSU Men’s Rugby/Campus Recreation Funding Board. Purpose: to help fund the team’s travel to the 2008 Atlantic Coast Conference Rugby Tournament in Raleigh, North Carolina on April 4-6, 2008. REFERRED TO FINANCE. Bills Second Reading: Bill 24-Sponsored by Senators Dawson and Yeager. An allocation of $4,300 from Senate Projects to FSU NORML Contractual Services and Expense. Purpose: to augment funding received for Hempfest. PASSED. (AMENDED FROM $4,680 TO $4,300). Constitutional Amendments: Constitutional Amendment 1 (one)-Sponsored by Senator Lightner. Adding Article X, Sections 1, 2,3 and 4. unequivocal protections for all of the members of the student body within the Student Body Constitution in a way that will not infringe upon the Expressive or Associative Rights of students or student organizations. CHIEF JUSTICE HILLERT EXPLAINED THE COURTS ADVISORY OPINION. THE AMENDMENT IS NOW REFERRED TO FINANCE AND JUDICIARY. Resolutions: Resolution 20-Sponsored by Senator Benson. Subject: Recommending to the Taxation and Budget Reform Commission to approve proposal CP0002, regarding higher education. WITHDRAWN BY SPONSOR. Resolution 22-Sponsored by Senator DuBosar. Subject: Allowing the Jewish Student Union to spend more than $4,000 to bring Greg Giraldo to speak at FSU on April 1, 2008. PASSED. YES-18, NO-9. Resolution 23-Sponsored by Senator Jackson. Subject: Allowing the Student Leadership Council of the College of Business to exchange knowledge with the Wharton College of Business at the Berkley College of Business. PASSED. New Business: The Senate held elections for New Senator of the Year, Senate Ethics Award, Chairperson of the Year, Freshman Senator of the Year, Brandewie Award and Senator of the Year. The awards will be presented at Torchbearers Night and SGA Presidential Inauguration. Closing Announcements: Senator Guiddy announced that tickets are available for the Ms. FSU Pageant, which takes place on Friday, March 28. Senator Harris announced that Phi Beta Sigma is having an event on April 18 at the Armory and tickets are $10. Senator Harrison congratulated the new student justices. Senator Crabtree wished everyone a Happy Easter. Dr. Joyce Howard announced that the lecture series featuring Ralph Nader will be on March 31 and Jean Kilbourne will be on March 25. Senate Parliamentarian Malone asked the Senators not to attack each other and to get over whatever ill feelings you have toward one another. Senate Pro Tempore Kushner told the Senate that he went to London over the break and went to the Parliament and the Pro Tempore over there wear wigs. Senate President Cole announced that Senator Seifter has a birthday on Monday. She said that next week is the last Senate for some Senators. Cole said that Senators Brock, Fasano and DuBosar are in LeaderShape. She also told the Senate that she went to USSA in Washington, D.C. last weekend.
