The Congress of Graduate Students (COGS) is the official representative body of all post-baccalaureate special, masters, specialist, professional, and doctoral students at the Florida State University.

In addition to its liaison and advocacy roles, the COGS receives several hundred thousand dollars in state funds directly budgeted from the A&S fees paid by graduate students to FSU. COGS allocates and administers these funds on behalf of graduate students to hundreds of individuals (mostly in the form of grants) and to About COGShundreds of graduate student organizations throughout campus. COGS has full authority in the allocation of these funds, and also serves in oversight and regulation of graduate students and organizations all around campus.

COGS is comprised of an assembly made up of elected representatives from all 17 colleges and schools of Florida State University. COGS is led by an elected Speaker who is supported by an Executive Board comprised of an elected Financial Officer, Judicial Officer, and Information Officer.

COGS representatives and officers are elected to a one year term in the Fall semester. The Executive Officers are elected by the COGS representatives from each college and school at FSU. COGS representatives are elected by the vote of graduate students within their respective constituency groups (college, school, or graduate students as whole). Vacancies are filled by petition.

The Speaker of the House is the official representative of all graduate students to the university and community, and as internal liaison to SGA. The Speaker plans and coordinates all administrative work necessary for the efficient operation of COGS, and authorizes the expenditure of all A&S fee allocations.
