AIMS AND CONDITIONS GOVERNING THIS AWARD

The purpose of the Ada Belle Winthrop-King Undergraduate Scholarships in Spanish is to provide an opportunity for selected FSU undergraduates who are declared Majors or Minors in Spanish to live and study in a Spanish-speaking country in order to increase their knowledge of the language and people. Previous study or travel in a Spanish-speaking country will not make the applicant ineligible.

Recipients must study at an established FSU or FSU-approved program furthering the aims of the award. Scholarships are intended to help provide transportation to and from the specified country, tuition, and room and board for approved courses.

Applicants must at the time of the application be declared Majors or Minors in Spanish in the Department of Modern Languages and Linguistics and if successful they must retain that status when taking up the award. To be eligible for an award, applicants must have a cumulative GPA of at least 3.0 in Spanish and complete two courses in Spanish at the 3000-4000 level at FSU by not later than the end of the semester in which the application is made. Students using credits in a foreign language towards a different major such as International Affairs, Latin American and Caribbean Studies, or Russian Studies should note that this does not qualify them as minoring in the foreign language. Minor or major status in the language concerned is dependent on enrollment for appropriate credits in the Department of Modern Languages and Linguistics separately from those counting towards a different major. To declare a foreign language minor, contact Mary Le Poer (Diffenbaugh 364), who maintains the register of recognized foreign language minors.

Applicants are subject to the General Conditions and Procedures Governing Winthrop-King Awards (see below).

GENERAL CONDITIONS AND PROCEDURES GOVERNING WINTHROP-KING AWARDS

How to Submit Your Application

All required parts of the scholarship application must be completed and submitted by the advertised Winthrop-King applications deadline. As you will need some time to prepare your application, you are strongly advised to complete those preparations well before the advertised deadline so that you can complete and submit all parts of your application on time. Late or incomplete applications will not be considered by the Scholarships Committee. Be sure to comply with all of the important instructions below; failure to do so will render you ineligible for an award.

Part A: On-line application form

This part of the application is to be submitted electronically. You may save your data and return to it later before submitting the completed application. When your application is complete, you must press the "submit" button. If you do not press the "submit" button by the advertised deadline, your application will not be considered by the Scholarships Committee.

Part B: Transcripts (hard-copy submission)

Undergraduates must submit with their applications unofficial GPA transcripts of all undergraduate courses which they have taken. Based on the information supplied by the candidate the Undergraduate Office in the Department of Modern Languages will calculate (a) the applicant's overall GPA in all undergraduate courses and (b) the applicant's GPA in all undergraduate courses taken in the language of the award for which they are applying.

Graduates (with the exception of applicants for ABD awards) must include with their applications sufficient information to enable the Graduate Office in the Department of Modern Languages to calculate (a) their overall GPA in all courses taken during the previous 4 semesters of study and (b) their GPA during the previous 4 semesters of study in all courses taken in the language of the award for which they are applying. If all 4 semesters of study were at FSU, the Graduate Office will access the relevant information on-line. If one or more of the 4 semesters of study was at an institution other than FSU, the applicant must provide with the application GPA transcripts of the courses concerned. If the applicant is an International student and does not have GPAs, he or she must provide documentation showing grades obtained.

Completed Transcript forms and accompanying documents must be received by the Undergraduate or Graduate Office in the Department of Modern Languages and Linguistics by not later than 5:00 pm on the advertised deadline. As proof of receipt by the advertised deadline, applicants must sign the sign-in sheet provided for this purpose in the Undergraduate or Graduate Office.

Award Conditions

All applicants

All Winthrop-King awards are subject to the availability of funds.

Awards are made for future study in the semester specified in the application; they may not be made for current or past semesters nor for a semester prior to that following the semester in which application results are announced. Awards are made for the specified semester and may not be deferred until a later date. Awards cannot be taken up after graduation from FSU or in the semester in which the applicant expects to graduate. Successful applicants who are unable to attend the program for which they are awarded funds must repay the award within 7 days of the commencement of the program.

Awards will not be granted for study on programs which FSU prohibits or discourages its students from attending, e.g. on the grounds of U.S. State Department travel warnings; awards may be withdrawn at any time on the grounds of revised FSU advice or prohibition.

If you receive federal or state financial aid, these awards may affect your entitlement. You are advised to check with the aid agency before applying for one of these awards.

It is the applicant's responsibility to ensure that all necessary information, including a valid e-mail address, is provided legibly on the application form, together with supporting transcripts and other documentation where required. Applications which are incomplete, illegible or in any other way ineligible will not be considered by the Scholarship Committee.

Awards are made at the discretion of the Scholarship Committee, taking into account all the information provided on the application form. The Committee's decision is final. If the Committee so determines, no award will be made. Candidates will be notified of the outcome of their applications by e-mail in January 2012. The Committee does not provide any additional feedback to candidates. In view of the large number of applicants, the notification process may take several days and candidates should not be concerned if some applicants receive notification before others. Candidates are responsible for supplying a valid e-mail address in their application and for checking their e-mail account for messages.

Under FSU and federal regulations, funds cannot be disbursed to recipients before the week after Drop-Add in the semester for which the scholarship is awarded, and not until later in the case of recipients studying on a program administered by a U.S. university other than FSU. If you expect to incur expenditures (e.g. in respect of the purchase of airline tickets or course fees) prior to the disbursement of the award, you will be responsible for making such payments at the time they are due; scholarship funds cannot be disbursed in advance of the time frame indicated above.

Recipients of Winthrop-King Awards are expected to attend Honors Night held in April.

Applicants intending to study on programs administered by FSU's International Programs

Applicants who receive awards for study on a program administered by FSU's International Programs (IP) must register on the IP program within one week of notification of the award. Failure to register by the due date will result in cancellation of the award. Award recipients should note that IP program fees do not include airlines fares or reservations, which are the responsibility of the student.

For recipients who are US citizens or permanent residents and who have completed all the necessary formalities by the due dates, awards are made available by FSU Student Financial Services the week after the Drop-Add period in the semester of the award after deduction of any balances owed by the student to the University.

Recipients who are not US citizens or permanent residents will receive their awards up to two weeks after Drop-Add period in the semester of the award after deduction of any balances owed by the student to the University and after withholding of up to 14% in tax; after you file your tax return for the fiscal year, the IRS will assess you for tax and may make a refund to you if it judges that tax has been overpaid.

Applicants intending to study on a program administered by a foreign university

Applicants who receive awards for study on a program administered by a foreign university must complete an Independent Study application form http://www.fsu.edu/~modlang/scholarships/scholarforms/2011/WKS_partc.html and submit it with supporting documentation and non-refundable deposit of $100 to FSU International Programs by NOT LATER THAN March 14. The remainder of the FSUIP fees must be paid by March 20. The Winthrop-King award will be withdrawn if the recipient fails to pay FSUIP fees by the due date. Recipients of Winthrop-King awards may submit to FSUIP a Fee Deferment Request form for deferment of FSUIP instructional fees until a short period after completion of the foreign study; upon completion or leaving of the departmentally approved foreign program of study, the student must bring or submit to the FSUIP office the receipt from the foreign institution related to the instructional effort; FSUIP will release the student from the instructional fee liability to the extent of the receipt up to an amount not exceeding that of the FSUIP instructional fee. All other FSUIP fees must be paid prior to receipt of the Winthrop-King award.

Award recipients intending to study on a program administered by a foreign university must register by not later than March 14 for at least 6 hours of FSU credit in Summer session A, B, C, D or E.

Failure to enroll for the requisite number of FSU credits by the due date will result in cancellation of the award.

For recipients who are US citizens and who have completed all the necessary formalities by the due dates, awards are made available by FSU Student Financial Services the week after the Drop-Add period in the semester of the award after deduction of any balances owed by the student to the University.

Recipients who are not US citizens or permanent residents will receive their awards up to two weeks after Drop-Add period in the semester of the award after deduction of any balances owed by the student to the University and after withholding of up to 14% in tax; after you file your tax return for the fiscal year, the IRS will assess you for tax and may make a refund to you if it judges that tax has been overpaid.

Students returning from a foreign university study abroad program with certification required to qualify for FSU credits should be aware that the validation process may extend beyond the deadline for graduation in the summer semester, making it necessary to defer graduation.

Applicants intending to study on a program administered by a U.S. university other than FSU

Before their awards can be disbursed, applicants who receive awards for study on a program administered by a U.S. university other than FSU must complete and submit to the Registrar's office a 'transient student' form and must complete and submit to the Financial Aid office a 'consortium' agreement form; verification of enrollment on the program of study for which the award is made must subsequently be provided by the U.S. university administering the program and submitted to the FSU Financial Aid office. Verification of enrollment will not be available from the U.S. university administering the program until after the commencement of the program; the period of time which may elapse between commencement of the program and verification of enrollment is determined by the U.S. university administering program.

Recipients who are US citizens must also complete a Financial Aid summer application form that can be accessed through blackboard; awards will be disbursed after deduction of any balances owed by the student to the University.

Recipients who are not US citizens or permanent residents will receive their awards after deduction of any balances owed by the student to the University and after withholding of up to 14% in tax; after you file your tax return for the fiscal year, the IRS will assess you for tax and may make a refund to you if it judges that tax has been overpaid.

Awards cannot be disbursed by FSU until all the above steps have been completed.
