AUTHORIZATION FOR THE 1821 CENSUS

The commission in charge of proposing what is most advantageous, for the formation of the census and statistics, has presented the following: "Most Excellent Sir - The commission appointed to arbitrate and propose to Your Excellency the most convenient means and manners in which the census and statistics for this province and that of Zacatecas, which comprise the Nueva Galicia territory, could be formed with the greatest clarity and accuracy, to proceed with consistency of the knowledge, facts and information resulting from said operation, has kept in mind and examined the records on the file formed with the same objective and intent in the years thirteen and fourteen, and; but having then finished incomplete, inaccurate and without all the necessary information due to the hindrances and circumstances of the time, beholds inexcusable that, through the Señor gefe político superior, a general and methodical order be circulated to this capital city's municipal government and to all the current heads of districts, who, acting as conduits, will also communicate this to all other municipal governments established in each district, so that the district deputies of this city, aided by their watchmen, and the constitutional mayors from the other cities, towns and villages belonging to this government, aided also by the necessary aldermen; by the district trustee, the secretary of each municipal government, and by the parson , or his deputy where one is not present, should form an adequate, exact and detailed list or census of all the inhabitants of their district, men and women alike, young and old, with statement of their age, race, trade or occupation, without omitting any town, plantation or ranch, however small, extending the same order to the subordinate gefe politico of Zacatecas and to the governor of Colotlan, so it will be executed in the same way by all the municipal governments in the district.

The municipal governments of each district must forward to its regional seat the referred to accurate list of all its inhabitants, reminded to carry out this order with the promptness that serve the interesting ends of this mandate, so that each district seat's government can form a census or general list of its entire district and remit it, by way of said Señor gefe político superior to the provincial delegation within the allowed term of two moths that will peremptorily will be set from the receipt of this circular order by every municipal government and informed district seat, and, in consequence of the receipt of said lists, the delegation will be able to form an exact and detailed general population census of all the territory of this Nueva Galicia.

In order for this census to comprise all the statistical information required, information that is essential for the completion of this very interesting operation, it must be specified by each municipal government in addendum to their respective lists, in a manner that could be expressed and comprised by the district seat in the general list of the region, the entire content of the following questions or requested information, that should be specified one by one.

1. ….. What is the physical location of the city, town or village, district seat in relation to the capital city, with information on the bearing or direction of said position, and the commonly estimated distance to the capital itself.

2. ….. The physical location of each village and its distance in relation to the district seat.

3. ….. The physical location of the plantations and ranches comprised within each municipality's boundaries, with information on their bearing and distance from the town in which the district seat is found.

4. ….. Declaration and information of the other townships which border on each municipality, also with information on the distances and bearings in which they are found in relation to the reporting municipal government.

5. ….. Information on the districts which border on each district, with declaration of the commonly estimated distance from the above mentioned district seat, to each one of the neighboring district seats, and the location bearing in relation to the one which reports.

6. ….. Information on the condition and expanse of the territory that is comprised in each municipality.

7. ….. Clarification of the number of plots of land in use for crop farming in each village, plantation and ranch.

8. ….. Information on the types of seeds being cultivated in each plot of land, and what they yield, abundant or scarce, stating which ones are cultivated with more devotion by the territorial farmers.

9. ….. Information on the plants which are also cultivated, or that are produced naturally in the territory, such as tobacco, maguelle, mescal, figs, indigo, cardamom, cocoa, beehives and any other worth noting and encouraging.

10.…. Information on the most prominent and permanent rivers, streams, lagoons, springs, and dams found in each district, stating the villages, plantations and ranches through which they course or in which they are found.

11.…. Information on the churches, convents and schools found in each town or village.

12.…. Information on the most prominent lands, mountains and hills in each district, stating the abundance or scarcity of groves found on them, and the different lumber they produce.

13.…. Information on the gold, silver and other metal mines found in each district, stating their bearing and distance from the district seat or the closest village, with articulation of the marble, jasper or other important stone quarries that are also known.

14.…. Information on pearl diving operations in the South Sea coastal districts, and the customary fishery of any other species.

15.…. Information on the sites and location of salt, niter, sulfur, potassium chloride and lime kiln mines.

16.…. Information on the species of animals being bred in each district, and their abundance or scarcity.

17.…. Information on the practice, industry or labor to which most inhabitants of each district and territory apply themselves

18.…. Information on the state of plenty or scarcity in which the agriculture, industry, mining and commerce of each district is found. = Guadalajara August 20, 1821. = Juan Manuel Caballero. = Rafael Riestra,"

And having complied with the proclaimed orders this provincial council, understanding that all the inserted requirements have been met, that the list … this census should be generated adding as footnote or continuation one by one the responses that correspond to each question, hand them to Your Lordship so that, upon meeting Your approval, would be sent to be printed and circulated to whomever this may be of concern, for their most timely and exact fulfillment.
