Dr. Tom Luschei

Assistant Professor

Tom Luschei joined the Department of Educational Leadership and Policy Studies in January 2006, shortly after receiving his Ph.D. in International Comparative Education from Stanford University. He also holds a joint appointment at FSU's Learning Systems Institute, where he leads work in international educational development. Prior to completing his Ph.D., he earned a Master's of Arts in economics from Stanford University and a Master's of Public Affairs from the University of Texas at Austin. While at Stanford, he was awarded a William R. and Sara Hart Kimball Stanford Graduate Fellowship, a Spencer Foundation Research Training Grant, and a Dissertation Fellowship from Stanford's Center for Latin American Studies. His dissertation examined the components and distribution of teacher quality in two Mexican states, Aguascalientes and Sonora.

Dr. Luschei teaches courses on comparative education and education and economic development in the Sociocultural and International Development Education Studies (SIDES) concentration within ELPS. He has conducted research on educational issues in Brazil, Chile, Mexico, Peru, Turkey, the United Kingdom, the United States, and Uruguay. He recently co-authored an economics of education textbook for the Open University of Catalonia and participated in a study of the costs of increasing secondary teachers' math knowledge in seven countries. Prior to his graduate studies, he worked as a bilingual elementary and high school teacher in the Los Angeles Unified School District.
