The study of teacher staffing policies, particularly related to recruiting and retaining qualified teachers and the equitable distribution of teacher qualifications across and within districts and schools, remain current and future areas of productive research. In addition, her scholarly and applied research has included the areas of educational finance, adequacy and cost-effectiveness in providing programs and services for students with disabilities. Her work has been supported by the American Educational Research Association (AERA), U.S. Department of Education, The Education Law Center, the State of Michigan Department of Education, and the District of Columbia Public Schools.
Prior to joining th faculty at FSU, Dr. Kolbe was an AERA-IES Post-Doctoral fellow in the Department of Education Policy Studies at the University of Maryland, College Park.
