Regional Professional Development Advisory
Council (RPDAC) "Scope of Work"


Objective: The RPDAC will identify and develop a regional plan for meeting adult educators' professional development needs, identify and cultivate training resources within the region and via inter-regional exchange, coordinate three regional training events, design and field test evaluation of training instruments, and engages business and community stakeholders in the process. Much of the work of the RPDAC is carried out through the Needs Assessment Task Force (NATF), the Training Development Team (TDT) and the Transfer Assessment Task Force (TATF).

Tasks


1. Identify and develop a plan to meet adult educators' professional development needs in a regional planning document.
  • Define the "Scope of work" for a Needs Assessment Task Force (NATF).
  • Appoint the members of the NATF.
  • Develop NATF report into an initial planning document on priority staff development needs in the region.
  • Discuss the substance of the document with their constituents, bring their feedback to subsequent meetings and finalize the planning document.
  • Examine and critique the methodology of the training needs assessment.
  • Members discuss the methodology with their constituents, bring their feedback to subsequent meetings and finalize a draft manual on regional needs assessment methods.
  • Reach consensus on the training priorities for the region for the work of the Training Development Team (TDT), as well as subsequent activities.

2. Adopt curricula for and sponsor regional training events on top training priorities.
  • Invite Lead Education Agencies and support organizations to submit candidates for regional consultants on priority training themes.
  • Name up to six regional consultants.
  • Select outside resource people to work in tandem with regional consultants as a Training Development Team on the development of the three regional training events.
  • Review and approve the training curricula submitted by the TDT.
  • Coordinate the delivery of training by setting the venues and timing of the events and assigning logistic responsibilities.

3. Design and field test evaluation of training.
  • Identify eligible and interested members and potential technical support personnel to serve on the Transfer Assessment Task Force (TATF) to assess the transfer of learning from regionally-delivered training.
  • Name the members of the TATF.
  • Review and approve the TATF's design for interview protocols, sampling strategies, and written survey of training participants, their students, responsible administrators, and "clients" (employers).
  • Review and approve the TATF's report on findings and critique of methods and instruments for future training assessment.

4. Select a continuing education support institution to act as second year secretariat and technical backstop for regionalization efforts.
  • Review the project's goals and define the role for a regional institution, with assistance from DOE staff and the Florida State University (FSU) contractors.
  • Define selection process and criteria for a regional institution.
  • Identify potential institutions.
  • Issue invitations and explanatory materials to lead institutions and receive responses from institutions interested in the position.
  • Select a regional institution based on selection criteria.

5. Provide for a regional, participatory and ongoing process of identifying and meeting the professional development needs of adult educators.
  • Hold regular meetings.
  • Provide for a broad base of stakeholder participation.
  • Update the regional planning document as needed.
  • Undertake activities to meet the professional development needs of regional adult educators.
