PDC PDC5 members report back to their constituencies.
Phase I - Needs Assessment NATF5 devises data collection procedures: focus group protocols; document review procedures; and identification of key informant groups/contacts.

PDC Stakeholder Representatives relay constituent concerns.
Phase I - Needs Assessment NATF5 presents draft process for feedback.
Phase II - Training PDC5 defines role, desired qualifications, selection process and selection criteria for regional institution; identifies LEAs and support organizations to solicit for regional training consultants. PDC5 and DOE prepare list of candidate institutions based on selection criteria for regional institution.
Phase III - Evaluation Project staff introduce TATF concept as a means of assessing transfer of learning from regionally-delivered training; PDC5 identifies eligible and interested members and technical support from Region 5 for Transfer Assessment Task Force (TATF) and identify a priority order for inviting them to serve on the cross-regional TATF.

PDC NATF presents results; PDC examines and critiques methodology used by Task Force and initial report and drafts into initial planning document on priority staff development needs.
Phase I - Needs Assessment NATF5 presents needs assessment results and summary of the methodology used.
Phase II - Training PDC5 reviews expressions of interest from potential regional institutions; names up to 6 regional consultants for Training Development Team (TDT); identifies additional outside resource people for TDT. Regional Institution for Region 2 selected.
Phase III - Evaluation TATF representatives from Regions 2, 4 and 5 announced.

PDC PDC5 members discuss NATF approach and initial report and findings with constituents and report feedback to TDT.

Phase II - Training Region 5 regional institution lead personnel linked electronically. Electronic convocation produces plan for participation of lead institution in subsequent phases of project in Region 5.
Phase III - Evaluation TATF develops data collection instruments and procedures for review at 4th PDC meetings in Regions 2, 4 and 5: 1) design for interviews with a sample of training participants, their students, responsible administrators, and clients (employers); 2) design for broad-based written survey of all participants and their administrators based on interviews from 1).

Phase II - Training TDT5 develops training designs using three different modalities on the top three priority themes in region. Training designs to include interim assessment of satisfaction and relevance by participants and staff alike.

PDC Constituent reactions to report incorporated into final regional planning document on priority training needs. Draft regional manual on process.

Phase III - Evaluation TATF analyzes and interprets results and drafts into a report for the 5th RPDAC meetings in Regions 2, 4 and 5.

Week Of 8/9/99

PDC TATF submits report on findings, methods and critique of both. PDC examines and critiques the methodology used by the TATF and the report. PDC evaluates overall Project effort using focus group protocol; identify conditions necessary to sustain PDC efforts and formulate final recommendations for system reform to ensure quality professional development in 21st Century.
Drafts final report with recommendations.

PDC Region 5 first year work completed. Final regional plan and procedural manual including NATF and TATF procedures and final report and recommendations disseminated with feedback received from other sources for review, modification, and finalization. Final adoption vote requested within 10 days.
