The meeting of the 59th Student Senate was called to order at 7:32 p.m. by Student Senate President Kourtney Hahn. Senator Angulo led the Senate in the Pledge of Allegiance. Moment of Silent Reflection:
MEMBERS PRESENT (First Roll Call): Senators Angulo, Chapman, Coakley, Cole, Cuyler, Emilien, Entine, Fasano, Harrison, Kaufman, Kushner, Loe, Mariea, Michel, Oliver, Paul, Pringle, Richards, Rosenkoetter, Schulte, Slydell, Thompson, Vouvalis. MEMBERS ABSENT: (First Roll Call): Senators Broom, Freelove, Gardner, Haugen, Hicks, Holman, Linsey, Reaves, Toole. MEMBERS TARDY/LATE (First Roll Call): Senators Bastardo (10:10), Botchway (8:00), Faeh (7:44), Firat (7:47), Hamilton (7:55), Hooper (8:57), LaCroix (9:30), Singh (8:00), Sokos (7:47). The Senate got quorum at 7:48 p.m. Corrections: None. Student Comments: Brandon Fields gave Senator Brett Kushner a letter from ODK and Jordan Chapman gave Brianna Toole a letter from ODK. Toole was not present. Special Introductions and Announcements: None. Messages from the Executive Branch: Sara Sokola, Chief of Staff, passed around sign-up sheets for the Champion’s Forum on Tuesday, October 9 at 6:30 p.m. and the Burning Spear and True Seminole Tour. She told the Senate that they are working with Mobile Campus, where you give your cell phone number to the Senate group and you will receive text messages that the administration sends out. Sokola announced that SGA is co-sponsoring an event with HLSU called Financial Stability on October 11 at 6:30 p.m. LaNier Echols Student Body Treasurer told the Senate that the incident concerning Café Cabernet was before her time and the current officers were not in office, so it is over and done with. She said they are trying to get an on-line accounting system where you fill out requisitions on line. Echols mentioned to the Senate that there are some organizations that are discriminating and she will look into that as well as dealing with contracts with vendors. Senator Entine said that when you sign a contract with a vendor and have alcohol, it does not show up on your bill and that is illegal and against state laws to purchase alcohol with A&S Fees. Ryan Powers, OLA Director told the Senate that the legislators are in session until October 10. He said the Higher Education Committee took back monies left over from Bright Futures and passed a five percent tuition increase for the spring semester.
Messages from Agency and Bureau Directors, and SGA Organization Officers and Employees: Sean Mahoney, IRHC Assistant Director, told the Senate that he was disappointed with their budget and they do a lot more than most groups. He said they put on 17 programs with 4,000 students attending and their purpose is serve the students living on campus. He said that they do not receive any funding from University Housing. CPE Assistant Director told the Senate that education is not a privilege but a right and she asked the Senate to please support the DREAM resolution. Jody Daoud, Student Broadcast Center Director told the Senate that Channel 16 on the movie channel have spots for announcements that are available for all organizations. David Grimes, Director of the Institute for Liberal Studies asked the Senate to support Resolution 61 and ILS has joined the Coalition for Equitable Community and there are four other organizations that have joined. He said they have received 545 signatures from students and it important to stop denying students access to the American Dream. Jose Requena, HLSU Director, told the Senate that he supports the DREAM Act. He said there is a problem where children of immigrants cannot receive financial aid to attend college unless they can get a green card, which is sometimes hard to get. Messages from the Congress of Graduate Students: None. Messages from the Senior Class Council: None. Messages from the Judicial Branch: None. Messages from the Union Board: Sadie Molinet, Union Board Chair, told the Senate that each week a member of the Union Board will come to Senate and give their report. This week Annie Ho was present and announced the Union events as follows: there will be a hypnotist at the Club Downunder on October 5; Parents Weekend is this weekend October 5-6; and the reservation books for use of Union space open on November 26 for the Spring semester. Molinet said that the FSView misprinted the article about the Union Board and the non-discrimination policy and they will be doing a retraction. She said the policy committee will meet next week and their policy will include the university and SGA policy. Messages from Campus Recreation: None. Report of the Student Body Auditor: As of October 2, 2007, Senate Projects is $15,000.00. Committee Reports: Student Affairs - Did not meet. Budget - As reported in the Calendar. Finance- As reported in the Calendar. Bill 113 was amended to $300 and put on the Consent Calendar. Senate President Hahn informed the committee that the bill cannot go on the Consent Calendar because it is not a revision, but an allocation.
Judiciary - As reported in the Calendar. Internal Affairs - The committee met with David Tell, Director of Student Legal Services and received a report from him. The Senate interviewed and passed James Lawrence for Sports Club Council Chair. Rules and Calendar - Did not meet. Investigatory - Did not meet. Senate Confirmations: James Lawrence for Sports Club Council Chair. Consent Calendar: None. Bills First Reading: Bill 114 - Sponsored by Senator Vouvalis. A revision to the Student Body Statutes Chapter 605.7 A. Purpose: to keep the Senate abreast on Union Board policies to be passed. POSTPONED IN JUDICIARY. Bill 115 - Sponsored by Senators Cole, Toole, Botchway, Segura, Fasano, Michel, Paul. A revision to the Student Body Statutes Chapter 400.1 F. Purpose: to update statutes and modify committee duties. REFERRED TO JUDICIARY. Bill 116 - Sponsored by Senator Hooper and Kaufman. A revision to the Student Body Statutes Chapter 802.8. Purpose: to ban the use of A&S Fees to purchase food for the Senate and Cabinet meetings. REFERRED TO JUDICIARY, FINANCE AND RULES AND CALENDAR. Bill 117 - Sponsored by Senator Faeh. A revision to the Student Body Statutes revising Chapter 100. Purpose: to create substantive and additions to Chapter 100 regarding the simultaneous occupancy of multiple SGA offices. (There was an amendment by Senator Botchway to zero fund the Student Assistant Center, the amendment failed. The proviso was amended and passed). Closing Announcements: Senator Botchway told the Senate that she is a ABC site leader and she is going to Houston, Texas for childhood achievement. Senator Hooper told the Senate that they need to speak up and add diversity to the vote. Senator Vouvalis announced that applications for Garnet and Gold Key are available. Senator Cole wished Senator LaCroix a late Happy Birthday (October 2). Senator Kushner told the Senate that in the 58th Senate his first piece of legislation was get the old FSU seals replaced with new ones and it did happen. Senate Pro Tem Loe told the Senate that the committees need to meet. Senate President Hahn told the Senate that it had been his vision to refer one bill to all 5 committees and Senator Harrison spoiled it for him. He told the Senate that he has seen some positive things and some things that were not positive.
